<useLimit>The Florida Geographic Data Library is a collection of Geospatial Data compiled by the University of Florida GeoPlan Center with support from the Florida Department of Transportation. GIS data available in FGDL is collected from various state, federal, and other agencies (data sources) who are data stewards, producers, or publishers. The data available in FGDL may not be the most current version of the data offered by the data source. University of Florida GeoPlan Center makes no guarantees about the currentness of the data and suggests that data users check with the data source to see if more recent versions of the data exist. Furthermore, the GIS data available in the FGDL are provided 'as is'. The University of Florida GeoPlan Center makes no warranties, guaranties or representations as to the truth, accuracy or completeness of the data provided by the data sources. The University of Florida GeoPlan Center makes no representations or warranties about the quality or suitability of the materials, either expressly or implied, including but not limited to any implied warranties of merchantability, fitness for a particular purpose, or non-infringement. The University of Florida GeoPlan Center shall not be liable for any damages suffered as a result of using, modifying, contributing or distributing the materials. A note about data scale: Scale is an important factor in data usage. Certain scale datasets are not suitable for some project, analysis, or modeling purposes. Please be sure you are using the best available data. 1:24000 scale datasets are recommended for projects that are at the county level. 1:24000 data should NOT be used for high accuracy base mapping such as property parcel boundaries. 1:100000 scale datasets are recommended for projects that are at the multi-county or regional level. 1:125000 scale datasets are recommended for projects that are at the regional or state level or larger. Vector datasets with no defined scale or accuracy should be considered suspect. Make sure you are familiar with your data before using it for projects or analysis. Every effort has been made to supply the user with data documentation. For additional information, see the References section and the Data Source Contact section of this documentation.</useLimit>

GIS Shapefiles Download - Read First
Counties must deliver their parcel-level GIS data to the Department of Revenue by April 1 each year.
Each county generates parcel shapefiles in late March. These are usually available for download in early
May.
Users should be aware of potential parcel identification number formatting issues when using .csv

Additional, or more complete, GIS data may be available by contacting county property appraisers’
offices directly.
ftp://sdrftp03.dor.state.fl.us/Map Data/Parcel Shapefiles Readme First.pdf
Step 1:
Reprojected all 67 counties GIS parcel data to the following projection:
Albers Conical Equal Area [Florida Geographic Data Library]
Use Projection Tool in Batch Mode - Fixed transformations that included Alabama --> Florida
Add and Calculate CNTYNAME field 15 Text
Repair Geometery 3x
Run LabelPoints-Batch tool in ArcCatalog - Fix 3 bad features in Bradford and Marion (Select bad feature: Integrate (Selected), RPG, LP, repeat)
Check to see if Duval is still shifted, Download good version from county.
Step 2: Exported ALACHUA County to a new layer called Parcels_20231231
Added the following fields from the Parcel_Spatial_Tabular_Adds table:
CNTYNAME, LINK, PARCELID, NPARNO, MGRS, GOOGLEMAP, GCID, LAT_DD, LONG_DD, ACRES, FGDLAQDATE, SOURCEAGE
Parcel_Spatial_Tabular_Adds
Step
3:
Appended the other 66 counties to the new Parcels_20231231 layer.
Populated the following fields for all records:
CNTYNAME, LINK, PARCELID, NPARNO, MGRS, GCID, LAT_DD, LONG_DD, ACRES, FGDLAQDATE, SOURCEAGE
Calculated field GOOGLEMAP to the following:
"https://www.google.com/maps/place/" & [MGRS]
Calculate OLD_LUCODE
Step 4:
Ran the repair geometry command 3x for each county.
Spatially reviewed 3 locations in each county to determine level of spatial shift from 2022 version.
Results of Spatial Review:
Shift in 2023 data from 2022 location:
BAKER 1.3ft
CHARLOTTE 1.3ft
DUVAL 40-inch shift (>1m)[FIXED SEE BELOW]
GULF 1.8ft
LEE (LEHIGH ACRES AREA LOTS OF SHIFTING)
MARION 1.3ft
SANTA ROSA 1.8ft
SEMINOLE 1.3ft

UNCERTIFIED TAX ROLL DATA AS OF: DECEMBER 2023
https://www.coj.net/departments/property-appraiser/information-offerings/2023-september-gis-shapefile.aspx
Step 5:
Dissolved each county on its PARCELNO field where OLD_LUCODE is between 000 and 099, but not including 009.
Edited and exploded any multipart feature that did not have a parcel id.
OLD_LUCODE <> 009, 091, 094, 095, 098, 100, 101, 102, 103, 999, NULL
OLD_LUCODE = '009' OR OLD_LUCODE = '091' OR OLD_LUCODE = '094' OLD_LUCODE = '095' OR OLD_LUCODE = '098' OR OLD_LUCODE = '100' OR OLD_LUCODE = '101' OR OLD_LUCODE = '102' OR OLD_LUCODE = '103' OR OLD_LUCODE = '999' OR OLD_LUCODE IS NULL
* Roughly 240,000 records with duplicate or multipart polygon issues noted and marked for dissolve, resulting feature count roughly 78,000.
Step 6:
Summarized on CNTYNAME to determine record count changes for each county and compared them to the 2022 version.
Step 7:
Using the Alachua County NAL as a Template built an empty FGDB table to LOAD to using the ArcCatalog Load Data tool. Converted most fields to STRING 255 in order to decrease errors on load.
Step 8:
Copied all NAL.csv files to a new folder.
Using the Rename Program converted all .csv files to .txt
Opened each of the 67 NAL.txt files and added a lowercase letter x to each of the first parcelids save and exit. This will force this tabular information to true text data and will not drop leading zeros and convert data to numbers with exponential signs upon load. Once loaded to a single FGDB table select for parcelno field LIKE ‘x%’ and remove leading x from each of the 67 counties (67 records).
Step 9:
Load all 67 counties to the FGDB NAL Template review fields that do not load, if any.
Step 10:
Using the Parcelid and the CO_NO field create a unique LINK field and id.
Step 11:
Join NAL Template table to the Parcels_20231231 Statewide Parcel layer.
Step 12:
Determine which NAL records did not join to the statewide layer. Roughly 500,000. Summarize by county.
Step 13:
Used 23_MiamiDadeGISCondos.zip which was available for download from FDOR with rest of GIS County Parcel Data.
Determined PARENT parcel ids for missing Miami-Dade NAL information.
Created Query Table with master Parcels_2023 layer to create stacked polygons for missing Miami-Dade condo records, roughly 350,000 records. Please note a few other types were also mapped.
Used the 2023 stjohns condos (GISData.zip) which was available for download from the GIS County Parcel Data, and performed the same steps as above to add missing Condo information.
Used the 2023 lee county parcel dataset for (LeeCountyParcelsFGDB.zip) which was available for download from the GIS County Parcel Data, and performed the same steps as above to add roughly, 20,000 missing parcel information.
Used the 2023 manatee county parcel dataset for (Parcels.zip) which was available for download from the GIS County Parcel Data, and performed the same steps as above to add roughly, 1,000 missing parcel information. These features were present in 2019 and have not been available since.
Appended missing Miami-Dade and St Johns parcels and NAL data to the Parcels_2023 layer.
Data Management Tools > Layers and Table Views > Make Query Table
Query Table Tip
Put NAL subset (with Parent id) in same folder with parcel subset that matches parent.
Fields: Select All (Button)
Expression:
Hint: Remove Quotes
NALwParent2.PARENT_PAR = parcels20condo2.P_NPARNO
"NAL_TEMPLATE_2023_Missing_V1_parent_id.NPARNO_PARENT" = "NAL_TEMPLATE_2023_Missing_V1_parent_id.NPARNO_T"
NAL_TEMPLATE_2023_Missing_V1_parent_id.NPARNO_PARENT = NAL_TEMPLATE_2023_Missing_V1_parent_id.NPARNO_T
Query Table Name: QueryTable_ParentNAL (If you have to make new QT make sure to change name each time) USE KEY FIELDS (ADD_VIRTUAL_KEY_FIELD)
Okay
See feature in Map, Export feature to dataset!
Step 14:
Reviewed NAL records and GIS records that did not join.
Please Note: Roughly 100,000 NAL records (57,000+ of which were LUCODE '093' SUBSURFACE RIGHTS) were not mapped statewide, additionally roughly 90,000 GIS data records did not join to tabular NAL data with the majority being undocumented ROW and Water features.
Step 15:
Added and populated the following fields:
IMPROVVAL, PARUSEDESC, SOURCEDATE, EXMPT, LU_RES, LUCODE, DESCRIPT, FLAG, AUTOID
LU_RES = 'YES' for all of the following LUCODEs; 001, 002, 003, 004, 005, 006, 007, and 008.
LUCODE = '001' AND LUCODE = '002' AND LUCODE = '003' AND LUCODE = '004' AND LUCODE = '005' AND LUCODE = '006' AND LUCODE = '007' AND LUCODE = '008'
LUCODE = '001' OR LUCODE = '002' OR LUCODE = '003' OR LUCODE = '004' OR LUCODE = '005' OR LUCODE = '006' OR LUCODE = '007' OR LUCODE = '008'
IMPROVVAL = JV – LNDVAL
[JV] - [LND_VAL]
EXMPT --> Run Parcel_EXMPTField Model in ArcMAP
AFF: Affordable housing property exemption was noted in the NAL table for any or all of the following fields: EXMPT_03, EXMPT_04 and EXMPT_15.
EXMPT_03 IS NOT NULL AND EXMPT_03 <> '0'
EXMPT_04 IS NOT NULL AND EXMPT_04 <> '0'
EXMPT_15 IS NOT NULL AND EXMPT_15 <> '0'
CON: Conservation property exemption was noted in the NAL table for any or all of the following fields: EXMPT_36 and EXMPT_37.
EXMPT_36 IS NOT NULL AND EXMPT_36 <> '0'
EXMPT_37 IS NOT NULL AND EXMPT_37 <> '0'
HOM: Homestead property exemption was noted in the NAL table for any or all of the following fields: EXMPT_01 and EXMPT_02.
EXMPT_01 IS NOT NULL AND EXMPT_01 <> '0'
EXMPT_02 IS NOT NULL AND EXMPT_02 <> '0'
HAF: HOM and AFF
EXMPT = 'HOM' AND EXMPT_03 IS NOT NULL AND EXMPT_03 <> '0'
EXMPT = 'HOM' AND EXMPT_04 IS NOT NULL AND EXMPT_04 <> '0'
EXMPT = 'HOM' AND EXMPT_15 IS NOT NULL AND EXMPT_15 <> '0'
Step 16:
Added leading zeros back to DORUC
NULL DORUC records were calculated to 100.
Reviewed DORUC = 100, updated records where features presented as Right-of-Ways (ROW) to 101, Waterbodies to 102 and Rail to 103.
Step 17:
For fields PHYCITY and PHYZIP whose values were NULL created Label Point features and spatially joined these points to a zipcode layer. Joined back updated point layer to statewide polygon layer based on GCID and updated missing information. Marked FLAG field for features that were updated (CZ).
Added Fields called:PO_NAME and PO_ZIP
Calculated these two Fields to Postal Code values of parcel label point features (ESRI Data and Maps zip_poly.gdb)
Reviewed PHYADDR1 and PHYADDR2 fixed missing data in PHYADDR1.
Step 18:
Reviewed ACTYRBLT and EFFYRBLT fields for abnormalities, fixed roughly 10 records in each whose value was incorrect: Example: 1045 was updated to 1945, please note most of the records were for Mobile home sites.
Step 19:
Removed fields that were not pertinent to FDOT use, for example EXMPT_* fields etc.
Please Note: Removal of fields was necessary for database speed and to decrease database crashes due to memory issues.
Step 20:
Added roughly 3,000 missing polygons created by GeoPlan that have appear in previous versions of parcels such as 2017. As counties add these missing features the count added by GeoPlan is slowly going down. Large incread this year do to missing ROW features in one county.
Step 21:
Determined Longest Records for each field and restructured field lengths and types to decreases FGDB file size and speed tabular searches. Restructured field names to match that of previous version for better conversion to Shapefile if necessary.
Step 22:
Upper cased records for following text fields:
Uppercasing PAUC
Uppercasing SPASS_CD
Uppercasing ONAME
Uppercasing OADDR1
Uppercasing OADDR2
Uppercasing OCITY
Uppercasing OSTATE
